It is to be lamented that writer did not get someone to revise the English of this work. As a collection of material it has no rival; references fill some fifty pages and all are to first-hand authorities except for the Talmud. The chapter on administration in iraq is excellent. Elsewhere one feels lost in a mass of detail. The impression is left of an attempt to make legal theories square with the facts of administration...
